SYSTEMATIC AMBIGUITY IN THE EXTRACTION OF MATRIX ELEMENTS
     FROM THE FIVE DYNAMICAL PARAMETERS OF PHOTOIONIZATION

For the photoionization from p$_3/2$ and d$_{3/2,5/2}$ subshells an
investigation of the analytical relation between matrix elements and dynamical
parameters reveals a systematic ambiguity preventing the extraction of a 
unique set of transition amplitudes and phaseshift differences from a full
characterization of the photoelectrons.
