A quantum description for the evolution of atomic states of fast
projectiles traveling through matter is developed. We present
applications to (i) the stripping of relativistic H$^-$ and H and (ii)
the population dynamics of electronic substates of Ar$^{17+}$ ions
after transmission through carbon foils.
